COVER has published the August edition of its monthly 'Summary on a Page'. This month the focus of the document is on the Institute for Fiscal Studies controversial report: 'The distributional effect of tax and benefit reforms to be introduced between June 2010 and April 2014: a revised assessment'. It presents data to contend the chancellor’s claim that the new Coalition budget is ‘progressive’ and looks at the distributional effects of the proposed £4.1 billion in welfare cuts.
